It reviews the history and theology of the diaconate as the living symbol of the servant nature of the Christian Church.  The project uses andragogical principles of education in a series of monthly workshops.  The project shows that this model has potential as an effective method of training. Based on characteristics and functions of biblical persons specifically designated as 'servants of the Lord', the servant-model ministry includes the following dimensions: political leadership, prophetic address, priestly mediation, and suffering with the afflicted.  Energetic leadership by the church through congregational pastors and elders in preventative and rehabilitative programs is implied. It delineates the conditions and historical developments in Southeast Asia that triggered the recent refugee exodus, examines culture-related problems that arise when East meets West, and challenges the church to live up to its divine calling.  The thesis is that the church can best utilize its resources and minister to the largest number of refugees by working in conjunction with a resettlement agency as enabler, advocate, and friend. After a review of biblical, theological, and psychological literature, the lay board members of six selected churches were surveyed for demographic information, opinions regarding volunteerism, and theological beliefs. The pastors of those six churches were personally interviewed regarding the same items.
