Pastors of small, rural churches have a complex of frustrations or difficulties which make their ministry more difficult than larger church pastors.  These factors include finances, leadership conflicts, background differences between pastor and spouse and the current church/community he serves, isolation, lack of denominational support, size (of the church he pastors), loss of specific calling, and lack of support from literature to address his demographic setting. At the extremes of the survey sample one could see evident differences in the frustration they faced.  Finances, leadership conflicts, lack of denominational support, and loss of calling all affected the smallest pastors, while these were not such a frustration to larger church pastors. In addition, the rural pastor did have some differences in the way he responded to the survey, though the results were not conclusive. The project addresses one obstacle to effective church ministry as it relates to the small membership church: the small church mentality.  The small church mentality shows itself in four characteristics: fear of outsiders; resistance to change; lack of cohesive, coherent organization; and lack of unified forward movement. To move toward effective ministry requires the small church to diagnose the presence and effects of the small church mentality and its mindset. One of the contributory elements to the lack of growth in small congregations is the change of vision with each change of pastoral leadership.  Methodology was to lead a church through a process that would result in the development of a congregational growth vision. It was hoped that research would determine religious education would raise one's level of faith maturing and in effect bring about a higher level of church development.  A survey was conducted on twelve (12) subjects of the Third Mt Zion Baptist Church of Caroline County.  The subjects were evaluated through the use of two instruments: Margaret G Alter's Christian experience inventory, and Peter Benson's research project on faith maturity.  The research hypothesis explored the differences between horizontal and vertical faith, and the Christian experience inventory. However, the CEI instrument proved to be more helpful in measuring faith maturity in five areas: trust in God, growth in faith, experience of cost of faith, concern for others, and justification of faith. Two churches, while maintaining their independence, have been drawn together in mission to the community through joint programs of nurture and outreach, and administratively through the organization of a parish council. Research was accomplished through reading, personal interviews and pre-testing.  Participating pastors gained a significant understanding of the value of bivocational ministry. The purpose of this workshop was to aid these congregations as well as the cooperative parish as a whole in being more effective in ministry by seeking ways to enhance the lay leadership in serving Christ in their church and community.
