The importance of a strategy for growth and the theological perspectives of church growth are examined.  This small church faced major obstacles to growth but at the end of the seven-year period the average number of participants in the worship service grew to 114. Having studied the congregation's history and ethos in concert with a sister church, the aim of the project was to develop a leadership covenant with the two congregations.  Working with the joint pastor-parish relations committee, a variety of instruments were used to discern an appropriate leadership style in that situation. This dissertation begins with a study of the small church, a study of why it is as it is, a theological and biblical study of ministry, and an examination of other training models for small church leadership. It includes the results of a survey taken by Baptist General Conference smaller church pastors on the issue of youth ministry in their churches. Forty-four sessions of Presbyterian churches in western Pennsylvania, ranging in size from 47 to 700 members, responded to a questionnaire devised to measure right brain-left brain tendencies.  The smaller congregations gave more right brain responses than the larger congregations; results were statistically significant at the .01 level.
