Upon arrival, he found that the congregation did not have any exposure or experience in mission. This case study will follow Sterling's journey as it utilized a seven-stage strategy: (1) finding the motive, (2) becoming grounded theologically and in faith, (3) gathering information, (4) initiating the process, (5) having effective communication, (6) official reporting, and (7) evaluation as needed. Using two approaches, development oa ministry tool and case study, she explored ecclesiology of small churches and tailored learning/training events to some realities of the small church: primacy of relationships, simpler organizational structure, and lay-oriented power. This project challenges two assumptions as the church seeks to respond: (1) there is a formula for success in multi-ethnic ministry, and (2) small churches are not likely to be successful. This project is an anthropological narrative of a small, rural Anglo United Methodist Church in Tennessee that initiated and sustained an effective multi-ethnic ministry with Hispanics. The tension between the church as a movement and as an institution will be explored. The author presents historical and Wesleyan theological foundations that offer validity for the import and perseverance of such churches.  Instruments based on the interaction of biblical narrative, church history, and personal spirituality were designed to advance the spiritual growth of a core study group.  The congregation explored methods of reframing their story through historical reflection of past narrative events, faith visioning for the future and community building through creativity and play. Chapter one explores the character and fate of small membership churches in the twenty-first century. Chapter two reviews the history of small membership United Methodist churches in Maine. Chapter three introduces the district conference project, defines holy conferencing, and details the three events in the Mid-Maine District where transformation tools were taught to small membership churches. The project director researched a sampling of existing pastor search documents and conducted interviews with church members currently or recently involved in the pastor search process for their church.  These interviews provided insight into the interpersonal dynamics at work in the congregations involved and the procedures used in smaller member congregations.  Additional study in curriculum theory helped in the development of a quality guide.
