The researcher analyzed three biblical leaders' developments while considering the effects on family system. To further develop a theory, relevant literature of leadership development and family systems was explored. A qualitative and quantitative, grounded theory study was conducted using surveys and interviews of church leaders participating in a retreat to develop personal vision and major role statements. Some of their traits can be positive such as quick communication, building on tradition, and mutual recognition. This project studied instances where negative expressions of single cell congregations were evident such as indirect communication, the making of scapegoats, and failing to observe boundaries. This thesis-project demonstrates that after a season of study, discussion and fellowship together, church leaders realize that working together in mission will enable them to do together what they could not do alone.  This thesis-project presents the process, procedures, and study guides used in leading three small membership churches in a six week study of the missional church. Four literature areas were reviewed: biblical-theological; Puritan notables; twentieth- and twenty-first-century authors on pastoral ministry; and contemporary writers on leadership effectiveness. The study employed a qualitative design in which eight small church pastors reflected on their experiences. The relationship between smaller membership churches and the presbytery is of particular concern. The author used surveys and multiple intervention strategies with smaller membership congregations within the Presbytery of Geneva, New York. Her conclusions include that transformational leadership that promotes healthy, vital, and tranformed communities of faith is paramount. Traditionally, this task of preparing full-time church leaders has been given to the seminary without any examination of the other options available. Through case study and grounded theory, this project revealed seven components that can address this problem. These components are essential whether the leadership development process is in partnership with a seminary or whether it is completely church-based.
