There is a plan together with a training manual and the evaluation of the results of the research.  The result shows that the small group leadership training group was successful in terms of relationships, giving materials, and promoting spiritual growth.  Prayer and the relationship with God are the foundations of the ministry.  The small group improved through collecting materials and lengthening discussion time. The author researched both the history and the methodology of prayer in the cell context.  The resulting 'prayer life' church-wide emphasis combined large group teachings with self-study materials and small group discussions and activities designed specifically to work within the cell-based church environment. The members were inspired to participate by preaching four sermons and conducting three four-hour seminars on three consecutive Sundays from March through April 2002.  The prayer meetings were conducted successfully in nearly 20 homes over a five-week period.  Members were able to attend any prayer meeting through the week at 7:30 p.m. from Sunday through Wednesday in the homes or at the church. Twelve adult participants completed the twelve-week leadership training program that was primarily developed from the meta-model.  A battery of instruments was used to assess the effectiveness of the program and skills acquired by the participants. Support and growth for rural pastors is crucial if they are to offer effective ministry in this context. One answer to this concern is the formation of covenant small groups that meet regularly for worship, Bible study, self/group directed continuing education, mutual support and prayer. Research into the biblical, theological, and historical foundations of collegial ministry, current pastoral theological writing and covenant small groups is presented. The stories of three 'covenant groups' are presented, including examples of covenants and the insights of group members. Practical advice and resources are
