Jesus proclaimed the Kingdom which provides a vision for how the world is meant to be and announces liberation from all that oppresses.  The Roman Catholic Church of Chicago has the potential to be a sign and an instrument of the Kingdom, serving as a crucial and a powerful force in empowering poor people, stemming the tide of poverty in the metropolitan area.  This study addresses the challenge of transforming the Campaign for Human Development from a successful director-centered, anti-poverty program into a dynamic movement among Catholic people.  The founding vision needs recasting to serve as a catalyst for people of faith to work toward social transformation.  Ideally, the transformed situation will be marked by the addition of more active leaders, all versed in the founding vision and its potential for change in today's church and world. Two illusions are reframed: that a constitution is clear and just; and, that everyone knows how people should behave.  It is proposed that alterations of law, informed by considerations of justice, and an unveiling of ethical norms, result in the claiming of identity and are marks of faithful Christian response. As background, Chapter 2 offers an overview of machista and societal oppression which Hispanas have endured for centuries.  Chapter 3 reviews models feminist scholars have offered for liberating biblical texts and stories from patriarchal oppression.  The critical components explored are: denunciation, annunciation, proclamation, reclamation, and celebration. Chapter 4 describes the Hispanic women's church setting and presents a methodology for study and reflection.  Chapter 5, the focus of the total project, examines the live of six biblical women who experienced the liberation of Jesus. Chapter 6 reviews God's option for the voiceless and marginalized and presents their cry as the cry of God. To test the thesis three methods of research are utilized: investigating literature on the subject of liberation theology and pastoral advocacy; analyzing three case studies; and a group discussion with seven chaplains to evaluate the data.  The chaplains concur that the project/thesis is a viable model to implement as one mode of pastoral counseling in the military chaplaincy. Although shocked by the inhuman living conditions in El Salvador, three delegations from Holy Trinity Parish returned with more compassion and interest in service projects for the marginalized in the Salvadoran sister parish, but with a mixed interest in addressing the structural causes of poverty. The author conducted this 'political responsibility campaign' in his ministry of promoting peace and justice for the Diocese of Fort Worth. The project includes a number of ways to educate citizens regarding their political responsibilities and the critical social issues under debate in political campaigns.
