The paper carefully chronicles the months of preparation.  It includes all correspondence between the author, the liaison representative and the chairman of the crusade.  A portion of the text is dedicated to the unique cultural practices which must be respected when a project of this size is attempted.  The project clarifies many of the details involved in conducting a cross-cultural evangelistic crusade. He heard about a great spiritual harvest in the villages of Tanzania, and wondered if the cities might prove to be responsive as well.  After completing misisonary training he designed a project which trained forty village pastors in urban church planting and discipleship.  The pastors were trained and two new churches were started through the use of evangelistic teams. This type of fraternalistic leadership is in harmony with the scriptures and the American culture.  The policy manual in this project is a useful resource in achieving fraternalistic administrative leadership. Most have served in places of leadership in Southern Baptist Churches, but appear to have limited theological rationale for the purpose and organization of the mission.  The writer believed that if properly informed the group would arrive at a consensus of purpose and ministry which would reconcile diversity of theology into that of purpose.  Four seminar sessions were presented to better establish theology as a foundation for building a new church.
