He notes a contemporary waning of covenantalism and a skewing of voluntarism into expressive individualism.  In response to this individualism, two practices for a reclamation of covenantalism among Southern Baptists is presented: congregational covenant-making and covenantal consultation.  A model of consultation is developed which is congruent with the covenant heritage. The objectives are to orient the new pastors about ethnicity in the United States, to inform them about the Southern Baptist Convention and to lead them to contextualize the gospel, ecclesiology, and polity in their congregations. The research was done through a series of questionnaires and evaluations which influenced the content of the seminar. The seminar was planned and implemented as a two-hour seminary course. The first hypothesis, that there would be significant disagreement (defined as 15 percentage points) between the chaplains and civilian clergy on the issues surveyed, was proven false.  The data did support the second hypothesis, which stated that chaplains would be more informed than the civilian clergy on questions involving the chaplain-denominational relationship. He led a team of ten Scottish ministers to evaluate the performance of twenty-two Southern Baptists who served in their country.  The team developed a twenty-two page instrument which was used in sessions with churches interested in missionary involvement. The sessions led the churches either to ask for or to refrain from seeking Southern Baptist help. Observable and statistical data demonstrated that the use of the instrument aided churches in informed, high-quality decision-making. The paper carefully chronicles the months of preparation.  It includes all correspondence between the author, the liaison representative and the chairman of the crusade.  A portion of the text is dedicated to the unique cultural practices which must be respected when a project of this size is attempted.  The project clarifies many of the details involved in conducting a cross-cultural evangelistic crusade. He heard about a great spiritual harvest in the villages of Tanzania, and wondered if the cities might prove to be responsive as well.  After completing misisonary training he designed a project which trained forty village pastors in urban church planting and discipleship.  The pastors were trained and two new churches were started through the use of evangelistic teams. The author conducted seven sessions with the staff of Union Baptist Association in Norman, Oklahoma which provided the foundational concepts of his system.  The theological bases included a positive view of redeemed man and the subsequent gifts bestowed by the Holy Spirit on believers.
