The project consisted of two phases.  During phase one the project director explored the demographics of Covington County, Alabama, and the profile of Covington Baptist Association Churches.  During this phase the project director also investigated existing strategy models in order to discover the best practices in strategy development.  During phase two the project director led a selected group of leaders of the Covington Baptist Association of Covington County, Alabama, to develop a multifaceted strategy for the association. Sixty pastors were surveyed using a random sample of Christian Reformed Church pastors to ascertain what their congregations most needed in order to do international missions well, resulting in a strategic plan to serve congregations. The researcher facilitated the work of the Kingsport District re-think team as they demonstrated the accomplishment of a district-wide strategy that equipped and empowered congregational leaders toward increasing the United Methodist witness.
