Seminary catalogues confirm this statement. In the author's experience the beginning of one's ministry at a church is a crucial time; hence leadership is extremely important.  According to LC-MS statistics (1977-1987) 17.2 percent of the Synod's parish clergy began a new ministry each year.  The author offers practical insights on congregations and leadership. It includes a critical, historical analysis of supervision within the Pentecostal context.  The author concludes that ministry supervision is undergirded by three confessional elements which legitimate Pentecostal ministry.  The three confessional elements which serve as an interpretive framework for the educational design of Pentecostal supervision are 1) supervision as covenant; 2) supervision as character; and 3) supervision as commission.
