The author of this work was pastor of an urban church, the majority of whose members did not live in the community. The church's urban neighbors, local public housing residents, partnered with the church and other faith leaders to defend their rights as they were being pushed aside for the redevelopment of the city's public housing units. The purpose of this Project is to help the church to assist in Building (revitalizing) Economically Depressed Community.  Through preaching and teaching with the social concern motif, the members of the church will become empowered to participate in Urban Revitalization Programs.  Interviews, Survey Groups and Written Surveys measured this research.  The Data Analyzes showed that the intervention can motivate people to revitalize their community. By minimizing the ministry of the laity, it has lost contact with those outside of its influence.  Only with a unified ministry of an emancipated laity and an empowering clergy can the urban church faithfully participate in the transformation of society.  This theory was tested with a congregational workbook.
