The term 'paraprofessional' is introduced, and the climate in the church creating the need for this new type of staffing is described.  Growth is documented by a partial survey of the Lutheran Church--Missouri Synod congregations already using such staff.  A biblical and confessional foundation for the paraprofessional model is developed. This volunteer staff is solicited from nearly one hundred churches and Christian women's groups, and represents an attempt to involve the local community of faith in a social service program of truly ecumenical proportions.  Chapters include the justification for the church's participation in the program, the actual planning and implementation of the volunteer staff, and final evaluations of the effort.
