The project found that the root cause of problems involving 'crack' cocaine probably stems from economic inequality and the USA's unwillingness to promote fair employment treatment for all citizens. Interdiction by law enforcement agencies and community-based street patrols are among the failed efforts to eradicate the problem.  Successful resolutions can occur by using biblical teachings, and through supporting and encouraging courageous mothers and parents who rear their children to understand the importance of respect for authority and love for God, for self, and for others. Research was conducted through a five-year observation of a family recovery program in San Diego, California, and was substantiated by several current recovery models.  The subject recovery program, PARTS (Parents and Adolescents Recovering Together Successfully), is self-managed by families with addicted children.
