At the heart of the project were on-site focused interviews with seven staffs (one being a married couple), serving in three major Protestant denominations in varying geographic and socio-economic settings in the Northeast.  Although the data was insufficient to draw statistical conclusions, data suggested that these ministries can be effective in symbolic value, diversified gifts, and wider specializations. By doubtful is meant all things upon which the Bible makes no pronouncement, either by way of acceptance or prohibition. The method of study was, first of all, to pursue all occurences of the term 'conscience' in the New Testament, discerning what it is and how it functions.  Secondly, the two major passages of scripture on the subject were exegeted (that is, 1 Corinthians 8-10 and Romans 14:1-15:7, which deal with the Christian attitude toward doubtful things).  It was concluded that where the scripture neither condones nor prohibits a Christian's involvement in an activity, he has the freedom to participate in good conscience. Respondents were given an opportunity to indicate their expectations of a church 'in mission' and to evaluate the performance level of their congregations.  The total life of the church was covered: spiritual growth, evangelistic thrust, care for individuals, outreach and service, stewardship, recruitment and training of workers, goal setting and the functioning of the Council on Ministries.
