Recognizing the mutual ministry of laity and clergy, a core group called the pastor's advisory committee (PAC) was formed to study, develop, and implement such a plan.  The aim of this project was threefold: to identify the problem of inactivity within the membership; to develop biblical/theological thought on inactivity; and to employ a pilot program to start the reassimilation process. Supervision, ministry, and leadership from the home office staff must be intentional.  A system of evaluation, critique, and intentional affirmation through feedback was developed.  Goal achievement by the program and the supervisor was measured by instruments completed by the assistants. Development involved assimilating the information to be taught and utilizing a teaching method which would help the participants remember and appropriate the knowledge later.  Implementation included five two-hour sessions using word models which were defined, illustrated and supported by Scripture.  High retention of the information proved this method to be an effective means of helping people remember. The theological, historical and theoretical backgrounds for state Baptist fellowships were researched.  A long-range planning event was scheduled and conducted, where guidelines were developed that affected budget, staff structure and time-line for becoming a state convention. Praise is defined as the demonstrative expression of adoration to God for God and his acts in history.  The project identified the biblical, theological and historical bases for expanding praise in worship.  Various elements of worship through which praise is offered are identified.  Changes in the expectations of congregants are analyzed by comparing three questionnaires completed at different times during the project period.
