Part one establishes a theoretical background. Chapter 1 states the purpose, justification, and limitations of the project. Chapter 2 gives an historical review of the discipline. Chapter 3 defines biblical theology.  Chapter 4 classifies various methodological approaches.  A book-by-book approach is proposed.  Part two is a practical development of the course.  Chapter 5 contains the course objectives, requirements, and outline. Chapter 6 consists of student's study guide questions for each Bible book. Some examples of interpretation of the Pentateuch are given in Chapter 7. Since spirituality has been shown to be a significant factor in recovery, this program was designed with two prongs: instruction (10 one-hour sessions) and community service (35 hours), which provided ways to enhance the DUI participants' spiritual well-being. The major intent was to help persons to own and express their anger.  A biblical and theoretical study was made on the subject of anger. The results of the study were then presented to a group of thirteen individuals through the use of lectures, discussions, and self-help groups. Theological insights from J Fowler, ethicist Glen Stassen, and Craig Dykstra were woven into a complex decision-making model for ethical decision-making. Literary research from Chile, as well as the United States, revolved around the cultural factors that operate within this focused Latin American community.  Theological, pastoral, and structural factors were considered as well. The social research tools involved structured interviewing and pretest/posttest questionnaires. A theological, historical, and biblical study of conversion was planned, implemented and evaluated. This rural church was in decline while the community was growing.  Church membership and leadership questionnaires along with demographic data assisted the church to discover her identity.  The Witness Training Institute helped train lay volunteers to share their faith in Christ with the community at large.  In a three-month period, twenty-one people joined our fellowship. The project met its purpose and goal, but the small population sample made statistical inference inconclusive. Giving to support a church budget, therefore, is dependent upon clearly stated missional objectives of a church.  This project developed a ministry action budget for Rockville First Baptist Church. A theological rationale for ministry action budgeting was developed from the biblical concepts of mission and stewardship, and the historical role of the church as community institution and change agent.  Using that background, the church's leadership established a budget philosophy.  A ministry action budget was then developed.
