Its theological conviction is that the incarnational shape of Jesus' life should also be the shape of the church's ministry: a ministry that is of the whole people of God, guided by its public servants.  The project was also built upon the psychological/sociological thesis that lay helpers can have significant outcomes in their peer counseling. Thirdly, this course will examine their position concerning the nation of Israel, and its belief that Israel will no longer be involved in God's future plans. Fourth, some hermeneutical principles will be considered.  The fifth issue will deal with the influence of this movement upon the charismatic movement. A program of four gatherings with the leadership in nine local churches was pursued during fall 1992.  Seven of the churches were younger than ten years.  Two were older churches.  The author used three different surveys among the leaders and members.  Any increase in cooperation in terms of objective growth was not possible to measure. However, the author found new insights regarding existing weaknesses in the fellowship. The methodology is a congregational self-assessment in which every member is invited to take part in an evaluation of the church's present ministry and in setting of goals for the future.  People tend to support what they helped to create. The senior pastor chose a team of five laypersons to help design an eight-week course based around a manual/workbook. Included is a theological study based on the biblical model of shepherding.  It also contains the social change theory needed to assist the congregants to accept a lay-pastoral care paradigm. Some of the topics taught were organizational structure, qualifications of a good leader, starting a Royal Rangers outpost, leading boys to Christ, dealing with problems, campcrafts, planning a successful meeting, teaching aids and techniques of communications. Questions were grouped according to personal information (sex, age, marriage status, family, income, temperament), education information (schools attended and feelings about their value, along with suggestions of what was good and what needed improvement), and church information (about one's current ministry).  Two conclusions are that pastors want seminaries to continue to offer the classics (Bible, theology), but to add more practical training. Key elements are: the pastoral role, the link to the church, the work of the Holy Spirit, and the opening up to non-believers.
