A ministry addressing alternatives resulting in change for the poor from dependence to self-sufficiency presents its own problems.  This thesis is about the establishment of such a ministry named the Mustard Seed.  Research included looking at an existing ministry model followed by interviews, statistics, and a review of the welfare system.  The change process incorporated can be best articulated by James Brina Quinn's 'Logic Incrementalism.'  Theological study evolved into 'what do you do for the least of them.' First Baptist Church of Warsaw, IN developed a Diagnostic Test to diagnose specific needs.  Using this information the church developed a two-year program, evaluated it with a follow-up questionnaire, verifying the program had met specific needs. The contextual deterioration expressed by inadequate boundaries, out of control family system should be broken and overcome through interventions that propitiate change. It demonstrated a need for training and increased quality of performance in Christian education in Latin America.  Responding to an apparent lack of training, it evaluated and determined curriculum needs for a Master of Arts in Christian Education (MA/CE) degree at CATS.  Needs assessment instruments were used to determine key needs.  These evaluated current practice and identified ways to improve performance effectiveness. To learn to grow again, case studies were conducted on two multi-ethnic Southern Baptist churches that included interviews with the pastors, congregational questionnaires, participant observation, and a review of church records. Therefore, he developed a relational evangelism curriculum specifically designed for rural churches.
