The author developed a theology and methodology of both spiritual direction and member care. The new facility was intentionally designed to double the present facility's capacity. Our new facility will exceed the present occupancy needs and that the church finances will be seen as a contributing factor in the future ministry of the church. The local church is God's plan for this age and the local church should feature biblical preaching. That being the case, the preacher that a church calls is the most strategic decision made by a particular local church.  Pastoral Search Committees are motivated to pursue excellence in the pulpit.  However, there are essentially no available resources designed with the goal of motivating and equipping these search committees to call pastors who will preach expository sermons.  This thesis-project designed a manual for that specific purpose.  The manual was taught as a Sunday morning elective in a local church. In Chapter 1, the purpose, goals and context of the project are discussed.  Chapter 2 explores the Scriptural mandate for seeking out and evangelizing the lost.  Chapter 3 attempts to understand the unchurched condition by reviewing the history of research on that subject.  Chapter 4 describes the process of setting up and implementing the project.  Chapter 5 evaluates all its aspects, as planned and executed.
