The desire of the author was to, simultaneously, conduct an effective meeting and develop a true team concept among participating staff members.  The purpose was accomplished through researching how effective meetings are conducted and implementing proven methods into a church staff meeting.  This process was followed for a period of two months with proper evaluative tools designed to show improvement. This thesis tests the degrees of secularity of all New Zealand Methodist ministers by means of a questionnaire and a follow-up interview of a small representative sample.  The results show strong theological polarities, and, on average in comparison with the laity, clergy conservatism on central tenets of faith, a more liberal attitude to peripheral belief matters, and strong liberal tendencies in social and political areas. On-site observations and in-depth interviews of thirteen non-ordained pastors and some of their significant parishioners in five Midwestern dioceses who pioneered these appointments form the basis of this study.  Among the conclusions: most parishes, after an initial period of stressful change, adopted well to this new form of pastoring.
