The project includes a literature review, descriptors of the Appalachian and postmodern mindsets arising from that review, a survey based on those descriptors, survey results and conclusions.  The survey was distributed in a two-church United Methodist Charge in central Pennsylvania. This dissertation provides a theoretical examination of these issues, including the biblical treatment of widows, sexuality and intimacy, age, and the place of widows in the church.  A group of women, most of whom are widows, examined these issues.  Following their consideration of these issues, this group designed and developed an ongoing ministry program with widows.  The process used to examine these issues and develop the ministry program is described in this dissertation. The major areas of concern for Lutherans are: Fox's semi-Pelagianism, his rejection of the traditional understanding of original sin, and the Christology of Creation Spirituality.  These differences cannot be reconciled, but by approaching Creation Spirituality as an aspect of sanctification, much of its teaching can be incorporated into a Lutheran theology.  The result of this integration is a Lutheran Creation Spirituality. The results of the study supported this thesis and lead to the implication that churches need to understand that the manner in which decisions are made is as important as what is decided. The survey was verified by a group of ministry leaders and then administered to the leadership team of Joy Community Fellowship.  A second survey was given to a cross-section of the congregation.  The Ministry Influence survey showed where the leadership team of Joy needed to spend their time, energy, and finances to have the most impact and influence for Christ. Generally speaking, the traditional approach has been for churches to form a nominating committee.  The committee then picks the best available men in the church, the congregation or Board of Elders then votes on and appoints these men to the Board.  The problem with this approach is that it does nothing to prepare men for the most important position that a human being can hold: an elder or overseer of the church of God. This, from a practical standpoint, must involve training and discipleship. The project involves training Korean speaking lay people in evangelism for the urban context.  It has three foundational pillars: selection of trainees (Kim, Park, Hyun, and Lee), support by the church, and preparation for leading training seminars by the author.
