By historical analysis, present-day survey and observation, and case studies, the conclusion is that the cultic historic liturgy as the motor which drives parish life leads to strengthened mythos and energized ethos. The specific focus is the 'crying needs of children.'  In worship services, charge conferences, cluster meetings and newsletters, the superintendent shared timely information and challenged the district to address the suffering of children.  She also collaborated with the DCOM and district program coordinator to initiate at the annual district gathering a project to involve local churches, both adults and children. Individuals and committees worked collegially through an administrative council toward the development, implementation and resourcing of the mission of the church as prescribed by its church/charge conference.  Thereport outlines biblical and theological bases for envisioning and planning, as well as reviewing literature resources. This survey model invited fourteen district superintendents across the connection to claim the underlying spiritual power available to them in a ministry of administration. Results of the surveys show that district superintendents desire a disciplined spiritual life.  The shape of that spiritual formation will differ from one individual to the next. The study evaluated ministry to children, reviewed Free Methodist theology of the Lord's Supper, examined the practices of other denominations with regard to children and Communion, and analyzed how children learn.  A curriculum, combining storytelling, the use of objects, wondering questions, play, drama, and music, was developed and tested in two Free Methodist churches. The cabinet of the West Virginia Annual Conference is the primary laboratory, with additional resourcing from similar groups across the United Methodist connection in North America.  Results show a correlation between the strength of the cabinet's shared life and the superintendents' sense of being nurtured and empowered to do their work.  When community exists, superintendents celebrate it; when it is absent, they long for it. The final document examines each element of the four major phases of the Catholic initiatory process by considering academic-year scheduling constraints and its effects on students, and by describing needs of student-aged persons seeking membership in the Catholic Church, and provides a flexible methodology for implementing the first phase, the period of inquiry, in a university setting.
