Given the plethora of social ills existing in African American communities in particular and urban centers in general, churches must engage in outreach ministries to effectuate change.  The 501c3 status allows church ownership of a program while receiving otherwise unavailable state, corporate, and private tax-deductible money.  Board structure is critical.  Both entities, the church and the state, must have their individual criteria met.  Housing, youth programming, and literacy are just some of the many areas which lend themselves to church-sponsored 501c3 corporations. Ministries developed include: English as a second language, a community garden with Hispanic and Anglo participants, and a 'no on nine' campaign to promote gay and lesbian rights. This project monitored their progress for two years.  Then an analysis of this congregation's progress was made using three methods: written reports of church leadership, observations by the author, and the re-administering of the parish profile inventory.  The project summary indicated that progress had been made in the sharing of ministry but there was room for The actions of the students - serving at the soup kitchen, tutoring, or visiting women in prison contributed to the growth of justice transformation. It argues that Christian community is not the effect of faith in God, but is the manifestation of that faith.  The author makes the case for a relational faith.  Theology rather than psychology or sociology is the basis for understanding congregational life.  A planning group assessed the needs of this congregation.  A set of proposals was generated.  They included retreats, meals, a photo directory, etc.  A questionnaire was used for evaluation.
