The procedure was to design a process to encourage more people to be active.  There was a survey of needs and a personal study of leadership that equips.  A small group Bible study was designed and taught to teach the priesthood of all believers, to help people discover spiritual gifts, and to learn personality type. Fifteen people participated in the Bible study. Awareness was increased.  An organizational system was designed for helping people begin to serve. A process was developed involving education on the subject of Christian preaching, study groups and survey instruments to gain congregational input prior to preaching, and an evaluative method to be used during and following a sermon.  The process was then initiated and carried out in a congregational setting. The group used statistical reports, interviews, and surveys with the theological framework of kairos, God's decisive time, to present pertinent data for the congregation's plans.  The data, together with the concept of kairos, motivated the planning committee to design challenging goals. This need is specifically manifested in regards to the nature and function of lay elders.  Through historical and biblical research the author developed a basis for designing educational and guidance resources to be used in aiding lay elders to serve effectively in their congregation.  The result is a twelve-month study guide (leader's and learner's) for education in the nature and duties of lay elders and a calling guide to aid lay elders in making calls in specific situations which may relate to the congregational office.
