A biblical and theological framework is constructed.  A review of stewardship literature notes the pledge and free-will methods utilized by different churches.  Insights applicable to the church setting are also gleaned from fund-raising literature. Six themes were chosen: remembrance, proclamation, fellowship, self-examination, expectation, and thanksgiving. The celebration of these themes in worship was intended to be for the edification and inspiration of the worshipper. An evaluation form was used to determine (on a scale of 1-10) the result of the worship service to an individual's life. This condemnation is not based on contexual factors, but on God's impartial character and universal concern for justice for all mankind. Based upon methods used for policy formulation researched from business and educational management, a detailed process is given to guide in the development and use of policy statements in church management.  Drawing upon this process, and experience in other congregationally-governed churches, policy statements were formulated, acted upon and compiled into a 'Church Policy Manual'.  This manual is used as ready reference for the church leadership.
