The program included recruiting and selecting trainees, curriculum development, teaching the program and evaluating the results.  Ten lessons in theory were alternated with practical assignments in children's classrooms under the supervision of a fully trained teacher. Each trainee selected a preferred age group.  The theoretical training included material appropriate to teaching children ages two years through sixth grade.  An integral six week component focused on the personal spiritual growth of the teacher.  The program was evaluated by twelve trainees at the end of the first semester of teaching. In a six hour seminar and four weekly meetings the staff was introduced to the theory of situational leadership developed by Paul Hersey and Kenneth Blanchard.  The author administered a pretest and posttest, to the staff and to a control group. Statistics from the tests indicated an increased leadership effectiveness in the experimental group and no change in the control group. The author researched the history of the churches in the area and studied the reasons for the weak pedagogical skills.  He wrote curriculum which was designed to improve the quality of religious education. The project reviewed the biblical background for sound teaching and used the information as a guide for the enhancement of teaching skills. Further research revealed that theoretical problems would be alleviated by a better equipped teaching force.  A study group was assembled from the area churches and trained with improved skills. The project emphasized the selection and training of the study group. The group concentrated on the improvement of their technical skills of communication, conceptual skills of organization, and human skills for the preparation of an adequate teaching plan. This hypothesis was investigated using a group of eleven lay leaders who are responsible for the management of church committees and organizations.  The project group identified their spiritual gifts and their normal leadership styles.  The author conducted objective and subjective tests of the group's leadership performance level before and after the project.  He used the descriptive survey method to analyze and evaluate the group's performance.  The project group's leadership performance of eight normal leadership tasks increased 12 percent due to the training.  Objective application of new leadership skills also increased the participants' efficiency. It develops that planning strategy using the following assumptions: 1) lay people in the church are equipped for leadership; 2) lay people in the church desire to be a part of the planning process; 3) when there is a broad base of involvement in the planning process, there is more involvement in the implementation of the plan; and 4) when more people are involved in planning and implementing, it is more likely that goals will be reached.  The project is developed in cooperation with the Church Council members of Forest Avenue Baptist Church, Redmond, Oregon.  It develops goals and objectives for the 1986-87 church year.  The method of planning is adapted from that recommended by the Inter-Agency Council of the Southern Baptist Convention. He led a team of ten Scottish ministers to evaluate the performance of twenty-two Southern Baptists who served in their country.  The team developed a twenty-two page instrument which was used in sessions with churches interested in missionary involvement. The sessions led the churches either to ask for or to refrain from seeking Southern Baptist help. Observable and statistical data demonstrated that the use of the instrument aided churches in informed, high-quality decision-making. The project clarifies many of the details involved in conducting a cross-cultural evangelistic crusade. By sharing knowledge and experience they enhance the newly assigned chaplain's self-confidence, effectiveness, and early success.  The author's research includes twenty-two years experience on active duty as well as the study of books, pamphlets, articles, Air Force regulations, retreats, workshops, chaplain board materials, commander's presentations, lay and clergy group meetings.  Careful guidance gives the new chaplain an opportunity to develop his or her intrinsic value.
