An institutional ethics committee is established to address this dilemma.  The project explores the development of the ethics committee over its two-year history including its organization, educational focus, case review and advocacy for public policy.  It applies the concepts of event thinking and the theologically qualified ecological ethic.  The ethics committee is an excellent forum in which to raise awareness of ethical issues and strategies. He establishes how the congregation's worship in his local church reflects the three areas explored.  The author teaches a course based on the materials.  He surveys the class before and after the course. It uses a communication model called systems thinking which views an organization as an holistic unit.  Component parts are seen in relationship to each other as well as to the organization as a whole.  The organization must be seen in its environmental context.  A systems model developed by Stafford Beer is selected. Beer's model identifies the functions of a system and demonstrates their relationship.  It portrays the channels which enable the expression of variety.  This paper identifies the functions of a local church as revealed in the Gospels and in the Book of Acts.  These functions are applied to the system model which is adapted to a local church organization. Biblical research does not uncover any conclusive information which favors either system. Research of post-biblical history to the present day favors the rotation system as it is rooted in the reformers Calvin and Knox.  The Presbyterian Church in America which is used as a control group is divided evenly in its choice of systems. The negotiating method is adapted from the Harvard Research Project.  Pastors and lay leaders in three congregations are involved in testing the model.  They meet with a facilitator for five sessions and use two test instruments, the Myers-Briggs Type Indicator and World View Test Instrument, to facilitate negotiations. It uses a didactic sermon form and employs the control group method of research.  The project shows that stating the sermon's intended main point in a propositional sentence in the first paragraph positively influences the effectiveness of some sermons.  A secondary finding is that some illustrative material significantly influences sermon effectiveness. Church growth is a product of the cooperative endeavor of a pastor and laymen.  For this project the pastors' Church Study Committee and the laymen's local Church Growth Committee were organized.  Seminars were held and questionnaires were prepared to identify church growth factors and their effect in the local churches.  The pastors' committee evaluated the questionnaires. The results were shared with the Church Growth Committee in each local church. The study presents a definition of theological reflection, a brief history of the theological reflection process and its theoretical framework and several applications in specific programs.  Out of them, fifteen theological reflection instruments are developed for use in a session meeting. The instruments are used and tested in the sessions of five Presbyterian churches of the Presbytery of Philadelphia, Presbyterian Church (USA).
