Using action/reflection methodology, the project considers four outreach initiatives made by the congregation in the period from 1998 to the present -- a weekly community meal, a child care center, a neighborhood housing development organization, and collaboration with Narcotics Anonymous. In response to the problem the researcher studied themes of leadership in the Scripture and in relevant contemporary literature.  He then investigfated these themes in operation by interviewing twelve present or former ministry leaders and the leadership boards at five large Hmong churches in the United States.  From this study the researcher identified seven factiors associated with effective leadership among the Hmong church. Sermon application text-accuracy is maximixed when its development is systematically integrated with text-driven exposition of a Scripture.  The notion for the designed-in-accuracy-integrated process stems from secular business roots.  The former sermons' applications achieved significantly higher text-accuracy ratings. Citation knowledge improved but plagiarism persisted. In-depth analysis of student papers revealed taxonomies of poor English, poor academic writing, plagiarism indicators, and characteristics of plagiarism and fabrication. The researcher believes plagiarism results from knowledge, ability, or motivational deficiencies. A foundation of Christian ministry is constructed with the study of several chapters of the gospel of John, Ephesians, and First Peter. Next, basic principles of ordained ministry are gleaned from known ancient and classic theologians and key documents like the Anglican Thirty-Nine Articles. It includes an exegetical analysis and comparison of a first and second generation leader in Scripture.  The three primary areas of research are challenges in leadership development, ministry crisis and burnout, and pre-conversion adverse experiences.
